I'm going to have to question if there was any alcohol involved. My initial guess is...YES.
Maybe this guy just got the P*** scared out of him. Accidents can do that.

I watched a Mythbusters show on whether urinating on a power line can do that. They busted that myth because urinating does not provide a solid stream of urin and therefore cannot be a conductor of electricity. My guess is that he tried to pick up the power line. Something is missing in the story.
